  • FLEGGBURGH PARISH COUNCIL Parish Clerk & Responsible Financial Officer

    Fleggburgh Parish Council is looking for an enthusiastic and self-motivated person to fill the role of Clerk to the Council and Responsible Financial Officer.

    Main duties include:

    • arranging, publicising and attending bi-monthly Council meetings. Meetings are currently on the 2nd Wednesday of the month at 7.30pm at Fleggurgh Village Hall;
    • preparing agendas, documentation for meetings, and writing minutes;
    • implementing the Council’s decisions;
    • acting as the Responsible Financial Officer including managing the Council’s finances, including preparing the annual budget, payment of invoices, reclaiming VAT, arranging insurance, running payroll, completing end of year accounts and the annual audit process;
    • maintaining Council files and records;
    • monitoring and advising on local planning applications and communicating decisions;
    • attending to correspondence on a day-to-day basis, including liaising with Borough and County Councils, local organisations and the public as required;
    • managing and updating the Council website, Facebook page and notice board;
    • managing Council assets and arranging maintenance where appropriate.  Assets a grazing land, SAM2, noticeboards and village gateways.
    • ensuring current legislation and procedures are adhered to by informing and advising the Council and updating Council policies, processes and risk assessments;
    • monitoring and updating the Council’s key operating documents such as standing orders, code of conduct, GDPR etc and develop and produce policies as necessary
    • attending training as required.

    Local Government experience and holding the Certificate in Local Council Administration (CiLCA) is desirable but not essential. Support and training will be offered.

    The post is for 5 hours a week and home based.The Council provide a laptop and expenses, and are willing to pay a working from home allowance of  up to £26 pm.

    The salary will be paid in accordance with experience and in line with the National Joint Council Salary Scale rates and will range from NALC pay agreement, LC2 (24-28) (£17.16 – £19.05 per hour) dependent on experience and qualifications. The Council operates a NEST pension scheme.

    Main Road and Stokesby New Road, Fleggburgh – Local Safety Scheme
    Essential resurfacing, vegetation clearance and sign improvement work on the A1064 Main Road is programmed to start from Monday 4th December 2023 and will take up to two weeks to complete. The road will also be resurfaced and new signs installed, or original ones replaced, where needed.
    To make sure the clearance and signage work can be completed safely, traffic lights will be in place on the A1064 Main Road from the 4th-8th December. The Stokesby New Road junction with the Main Road will also be closed during this time.
    For the resurfacing work to take place, the A1064 Main Road and Stokesby New Road will be closed for overnight on 11th and 12th December between 8pm and 6am. The diversion route will be via the A47 Acle Straight.
    On completion of the work, the new road surface will be smoother and safer, and visibility will be improved.
    The County Council would like to thank people for their patience while this essential work is carried out.
    The work will cost £56,000 and will be carried out by Norfolk County Council’s Community and Environmental Services Department and their contractors.
